Preamble
Recognizing the universal right to access free, accurate, and culturally-rooted knowledge, and affirming the necessity of an open, community-driven encyclopedia in the spirit of collaboration, education, and national pride, we hereby establish this Constitution of Bhikitia.
Bhikitia is a Bangladesh-based multilingual knowledge platform, created to serve learners, educators, researchers, and the public with freely accessible and verifiable information.
This Constitution establishes Bhikitia’s legal and ethical framework, defines the powers of its governing officers, and preserves the vision of its Founder and Sole Proprietor, MD Parvej Husen Talukder.
Article I: Ownership and Founding Authority
Section 1.1: Founder
- MD Parvej Husen Talukder is the Founder, Owner, and the Highest Authority of Bhikitia.
- The Founder retains full ownership rights and intellectual property over Bhikitia and all of its sub-projects.
- The Founder may intervene in or override any decision made by any officer or body within Bhikitia.
Article II: Supreme Governance
Section 2.1: Chairman
- The Chairman of Bhikitia, is the Final Decision-Maker on all matters of leadership, management, financial strategy, and dispute resolution.
- No person, officer, or committee may override a decision made by the Chairman, except the Founder.
- The Chairman may represent the organization in all external, financial, legal, and strategic matters.
Article III: Organizational Structure
Section 3.1: Executive Council
The following are the designated leadership roles in Bhikitia, appointed by and reporting directly to the Chairman:

| Chief Community Officer (CCO) | Nasir Mazumder | Manages volunteers, users, moderation, and public engagement. |
| Chief Legal Officer (CLO) | [To Be Appointed] | Ensures legal compliance, handles copyright/IP issues, and manages legal risks. |
Article IV: Core Principles
- Knowledge is Free – All content on Bhikitia is and shall remain freely accessible to the public.
- Neutrality and Accuracy – Contributions must be neutral, sourced, and verifiable.
- Cultural Integrity – All material must respect the linguistic and cultural diversity of Bangladesh.
- Respect and Civility – Every participant must behave respectfully, free of harassment or bias.
Article V: Legal and Community Rules
Section 5.1: Editorial Guidelines
- All content must follow a neutral point of view and cite reputable sources.
- Original research, plagiarism, and false information are prohibited.
- Content prioritizing Bengali language, children’s education, and local knowledge is encouraged.
Section 5.2: Community Code of Conduct
- Engage with others respectfully.
- Do not vandalize or abuse the platform.
- Follow moderation decisions unless escalated through official channels.
Article VI: Dispute Resolution
- Internal disputes among contributors or officers are first resolved by the CEO.
- If unresolved, matters are escalated to the Chairman, whose decision is final and binding.
- Only the Founder may override a Chairman’s decision in exceptional cases.
Article VII: Amendments to This Constitution
- Amendments to this Constitution may be proposed by any Executive Council member.
- All amendments must receive Chairman approval.
- Any changes affecting ownership, structure, or foundational principles must be approved and signed by the Founder.
Closing Statement
This Constitution stands as the supreme legal and moral document of Bhikitia. All contributors, officers, and community members shall operate under its authority. The vision, principles, and leadership defined herein shall guide Bhikitia’s progress in service to Bangladesh and the world.
